 I think, there is so much confusion, "too much on anyone's plate," that
the bubbles at the bottom of the pot are not seen as escalating to a
boil--and the pot will BOIL OVER--all of it!

Also,
 Most people are only seeing the trivia, the minutia and details, and not
the essence.
