good point! how exactly did I leave that out? and.... actually, when  
I think about it, I think I agree with Oregon's mail in ballot  
program which resulted in 87% turnout throughout the state.  Consider  
this..

* taxpayers don't have to pay a dime to purchase AND maintain voting  
machines
* taxpayers don't have to pay for poll workers to work elections
* if we quit using electronic DREs all together, all the issues of  
electronic tampering and malfunctioning go away, no need to certify,  
test and conduct random parallel testing during elections
* ballots come to the voter at home in the mail versus having to find  
and visit a polling location

I'm not saying mail in ballots are perfect - I'd be curious to get  
Pokey Anderson or Dan Wallach's take on their use in place of DREs.
