[PAA-Discuss] Noticing flags

I’ve been out and about, and noticed something odd about the way some flags are being flown in public places.
   
  Neiman Marcus at the Galleria – the USA and Texas flags are flying at only ¾ - mast.
   
  Downtown at Leeland and Louisianna – the USA and Texas flags, along with a 3rd flag I don’t recognize – are all flying at only ½ - mast.
   
In general, this means some kind of loss, mourning, or surrender.   http://www.funsocialstudies.learninghaven.com/articles/halfmastflags.htm    Does anyone know anything else about this?
