[PAA-Discuss] Secret TexDOT Plan to Toll Existing Interstates

It can't be that much of a secret, it was the above-the-fold lead story in
the San Antonio Express News last week. Kay Bailey Hutchinson immediately
weighed in and said no way that Congress would allow this, but I don't trust
her. She'll allow anything with enough $$.

We need to be contacting people about this right away.
