decision to strike down the Affordable Care Act in its entirety, calling the
ruling an "astonishing" deviation from decades of settled law that is likely
to be overturned and that has little precedential value.

to strike down the entire health care reform law. Judge Vinson, a Reagan
appointee, held that the individual coverage provision of the law was
unconstitutional, and that it was not severable from the remainder of the
