introduced in the US House
regarding doing a better job addressing the health problems of our
military and
the depleted uranium problems.<o:p></o:p></span></font></p>

 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">With this being an election year and all
members of the US House are
re-elected every two years this may be more political posturing than
true
concern.  We can hope that it isn’t, but politics being what they
are in our National Capital it would not surprise me at all that this
is a
Democratic ploy to create an election year issue that they too have
ignored
since 1991.  The sponsors on the bills are Democrats and this is 2006
and
elections are in November for all US House members and 33 members of
the
Senate.  <o:p></o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">What is interesting is how many of the 33
Senate seats are going to be
totally up for grabs because the Senator in question is getting out of
the
Congress.  Probably going to be a higher paid lobbyist or maybe they
can
only choke down so many BS-burgers before they have to get out to feel
human or
humane again.<o:p></o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">Nonetheless, these are worthy bills and
should be passed instead of
just laying around as they are in committee.  Maybe if enough Americans
heat up a sharp iron and prod them they will do something meaningful
that is
long overdue.<o:p></o:p></span></font></p>

starting to take action and we can hope that the US Congress will too.

would be something to see real leadership come out of our National

used during Operation Iraqi Freedom, approximately 300 metric tons of <span

being used during the Persian Gulf War, and approximately 12 metric
tons being

definitive cause has been established for the various illnesses
(commonly
referred to as Gulf War Syndrome) that affect approximately 130,000
members and
former members of the United States Armed Forces who served in <st1:place
 w:st="on">Southwest Asia</st1:place> during the Persian Gulf War in
1991.<o:p></o:p></span></font></p>

former Iraqi Government claimed that <span

Public Health Assessment- The Directors also shall jointly conduct a
public
health assessment of persons who are thought to have an epidemiological

 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1) to
any United States military installation or facility at which <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
munitions have been, or currently are, used; and<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2) any
production facility in the <st1:place w:st="on"><st1:country-region
 w:st="on">United States</st1:country-region></st1:place> at which <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
or <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
munitions are currently, or have been, produced.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(d)
Report- Not later than two years after the date of the enactment of
this Act,
the Directors shall submit to Congress a report on the results of the
study
under subsection (a) and the assessment under subsection (c). The
Directors
shall include in the report a list of diseases or conditions that are
found to
exist within the populations specified in subsection (a) and their rate
of
occurrence compared to the general population.<o:p></o:p></span></font></p>
  <h3 style="margin-left: 0.5in;"><b><font color="black" face="Arial"

EPA STUDIES OF
ENVIRONMENTAL CONTAMINATION BY <span

Sites in United States- Not later than 180 days after
the date of the enactment of this Act, the Secretary of Defense shall
provide
to the Administrator of the Environmental Protection Agency a list of
all sites
in the United States where <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
munitions have been used or produced
and a site-specific map of each site.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(b) EPA
Studies- After receipt of the list and maps under subsection (a), the
Administrator shall conduct a comprehensive environmental study of each
site
specified on the list evaluating the possible contamination of the
soil, air,
water, and vegetation by <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
at that site.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(c)
Report- Not later than two years after the date of the enactment of
this Act,
the Administrator shall submit to the Secretary of Defense and the
Committee on
Armed Services and the Committee on Government Reform of the House of
Representatives and the Committee on Armed Services and the Committee
on
Governmental Affairs of the Senate a report--<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1)
describing the extent of contamination by <span

at each site studied by the
Administrator pursuant to subsection (b);<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2)
providing site-specific recommendations for the mitigation and cleanup
of each
such site; and<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(3)
providing
general recommendations regarding the cleanup of sites where <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
has been used on foreign lands.<o:p></o:p></span></font></p>
  <h3 style="margin-left: 0.5in;"><b><font color="black" face="Arial"
 size="4"><span
 style="font-size: 13.5pt; font-family: Arial; color: black;">SEC. 6.
ENVIRONMENTAL
MITIGATION AND CLEANUP REQUIREMENTS FOR <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">DEPLETED</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">URANIUM</span>
.<o:p></o:p></span></font></b></h3>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(a)
Department of Defense Cleanup Plan- Not later than one year after
receiving the
report required by section 5(c), the Secretary of Defense shall develop
a plan
for the mitigation and cleanup of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
at those sites covered by the
report. The plan shall include a prioritized schedule for the
mitigation and
cleanup of such sites. The Secretary shall submit a copy of the plan to
the
Committee on Armed Services and the Committee on Government Reform of
the House
of Representatives and the Committee on Armed Services and the
Committee on
Governmental Affairs of the Senate.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(b)
Cleanup- After filing the plan under subsection (a), the Secretary of
Defense
shall commence, directly or by contract, the mitigation and cleanup of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
at each site covered by the report required by section 5(c). The
mitigation and
cleanup shall be conducted in the manner and scope specified in the
report.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(c)
Applicability of NEPA- The cleanup and mitigation required by
subsection (b)
shall be carried out in a manner consistent with the National
Environmental
Policy Act of 1969 (42 U.S.C. 4321 et seq.), notwithstanding any
exemption to
any of the provisions of that Act for the Department of Defense or any
element
thereof.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(d)
Progress Reports- The Secretary of Defense shall submit annual progress
reports
to the the Administrator of the Environmental Protection Agency and the
congressional committees specified in subsection (a) until the
mitigation and
cleanup of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span

at those sites covered by the report

Screening and Testing Act of 2005'.<o:p></o:p></span></font></p>
  <h3><b><font color="black" face="Arial" size="4"><span
 style="font-size: 13.5pt; font-family: Arial; color: black;">SEC. 2. <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">DEPLETED</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">URANIUM</span>
RISK NOTIFICATION FOR DEPLOYING
FORCES.<o:p></o:p></span></font></b></h3>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(a)
Notification- The Secretary of Defense shall establish procedures to
require,
as part of the procedures for preparing members of the Armed Forces for
deployment to a theater of operations, that such members be notified
of--<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1) any
known or likely use of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
in that theater of operations (whether
by forces of the <st1:place w:st="on"><st1:country-region w:st="on">United
States</st1:country-region></st1:place> and its allies or by any
opposing
forces); and<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2) any
health risks associated with exposure to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>

  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(b)
Training- The Secretary shall provide for training deploying members of
the
Armed Forces on the safe handling of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
contamination before such
members are deployed to a theater in which <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
is used.<o:p></o:p></span></font></p>
  <h3><b><font color="black" face="Arial" size="4"><span
 style="font-size: 13.5pt; font-family: Arial; color: black;">SEC. 3. <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">DEPLETED</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">URANIUM</span>
SCREENING AND TESTING.<o:p></o:p></span></font></b></h3>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(a)
Identification and Testing Required- The Secretary of Defense shall
carry out a
program to identify individuals who during active service in the Armed
Forces are
or have been exposed to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
and to provide those individuals with
bioassay testing and notification of the results of such testing.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(b) <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">Depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">Uranium</span>
-Exposed Personnel Identification Methods-<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1)
PROCEDURES FOR IDENTIFICATION OF EXPOSED MEMBERS- The Secretary of each
military department shall establish procedures to identify members of
the Armed
Forces under the Secretary's jurisdiction who are, or may have been,
exposed to
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
. For such purpose, the Secretary shall identify units and members
under
paragraph (2) and shall accept self-identification reports by members
under
paragraph (3).<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2)
IDENTIFICATION OF UNITS AND PERSONNEL- The Secretary of each military
department shall identify units, and personnel assigned to units, that
have
been, or could have been, exposed to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
, based upon information about
known exposure events (as determined under subsection (c)).<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(3)
SELF REPORTING- The Secretary of each military department shall accept
a report
by an individual, or a primary care provider for an individual, that
the
individual, while a member of the Armed Forces under the Secretary's
jurisdiction, was, or may have been, exposed to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
based upon service on active
duty (or training duty or funeral honors duty) in a theater of
operations where
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
was used, including travel through such an area. The Secretary shall
prescribe
procedures for receiving such reports. Such a self-identification
report
submitted to the Secretary under this paragraph shall be treated by the
Secretary as identification of the individual for purposes of this
subsection.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(4)
TREATMENT OF INDIVIDUALS NO LONGER ON ACTIVE DUTY- In carrying out this
subsection, the Secretary of each military department shall ensure that
individuals no longer on active duty (including members of the reserve
components who have been released from active duty, members who have
been
retired, and members who have been separated from service) are treated,
for
identification purposes, in the same manner as individuals remaining on
active
duty.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(c)
Exposure Events-<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1)
TYPES OF EVENTS- The Secretary of Defense shall identify <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
exposure events for purposes of this section. The exposure events
identified
shall include the following:<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(A)
DIRECT EXPOSURES- An event in which an individual--<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 2in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(i) is
struck by <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
munitions or <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
armor
fragments;<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 2in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(ii)
enters, or is present within 50 meters of, a vehicle or structure with
possible
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
residues; or<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 2in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(iii)
breathes smoke from fires involving <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
materials.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(B)
EQUIPMENT HANDLING EXPOSURES- An event in which an individual may
inhale <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
compound particulates as a result of the handling of equipment or
wreckage that
has been, or could have been, contaminated with <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(C)
OTHER EXPOSURES- Other significant or incidental exposure events
identified by
the Secretary, including the performance of activities in the area of <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
damaged vehicles or structures or the traveling through or residing in
any such
area.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2)
LIMITED RETROACTIVITY- In addition to exposure events described in
paragraph
(1) occurring on or after the date of the enactment of this Act, such
events
during the period between January 1, 2003, and the date of the
enactment of
this Act may be considered for purposes of this section, if reported
during the
60-day period beginning on the date of the enactment of this Act.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(d)
Health-Care Services Required-<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1)
BIOASSAY PROCEDURE- Any individual identified under subsection (b)
shall be
provided a health screening test by the Secretary of Defense. Such test
shall
be carried out using a bioassay procedure developed by the Secretary of
Defense
in consultation with the Centers for Disease Control and Prevention.
The same
bioassay procedure shall be used for all individuals identified under
subsection (b) and for all types of exposure or possible exposure
identified
under subsection (c).<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(2)
TIME FOR TEST-<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(A)
EXPOSURES AFTER ENACTMENT- In the case of an exposure event described
in
subsection (c) that occurs on or after the date of the enactment of
this Act,
the bioassay under paragraph (1) shall be administered not later than
180 days
after the date of the event, except that in the case of an individual
with an
exposure event described in subsection (c)(3), the bioassay under
paragraph (1)
shall be administered not later than 30 days after the end of the
individual's
deployment in the theater of operations, but such individual may be
provided
the bioassay earlier upon the individual's request.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(B)
EXPOSURES BEFORE ENACTMENT- In the case of an exposure event described
in
subsection (c) that occurs before the date of the enactment of this
Act, the
bioassay under paragraph (1) shall be administered not later than 180
days
after the date of the reporting of the event under subsection (c)(2).<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(3)
FURNISHING OF RESULTS- The Secretary of Defense shall provide the
results of
any bioassay procedure under this subsection to the individual tested,
and the
primary care manager or primary care provider of that individual, not
later
than 30 days after the Secretary receives those results.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(e)
Personnel Tracking- The Secretary of each military department shall
establish
procedures for collecting, tracking, and maintaining information on the
health
status of individuals tested under subsection (d) for the purpose of
assessing
any long-term health consequences of exposure to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(f)
Independent Review of Bioassay Types and Contamination Thresholds- The
Director
of the Centers for Disease Control and Prevention shall conduct an
independent
review of bioassay types and contamination thresholds for purposes of
the
testing under subsection (d).<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><font color="black"
 face="Arial" size="3"><span

RADIATION
EXPOSURE PRESUMPTIONS FOR VETERANS WHO SERVED IN THE 1991 <st1:place
 w:st="on">PERSIAN GULF</st1:place> WAR AND SUBSEQUENT CONFLICTS.<o:p></o:p></span></font></b></h3>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(a)
Presumptions- Section 1112(c) of title 38, United States Code, is
amended--<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1.5in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(1) by
adding at the end of paragraph (2) the following new paragraph:<o:p></o:p></span></font></p>

Any other disease that is covered under section 3.309 or 3.311 of title

Secretary to

or the by-products of the burn-off
that occurs when a <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
munition penetrates a target.'; and<o:p></o:p></span></font></p>

 style="font-size: 12pt; font-family: Arial; color: black;">(2) by
adding at the end of paragraph (3)(B) the following new clause:<o:p></o:p></span></font></p>

Service during the Persian Gulf War or any subsequent conflict in which

munitions are used, if that service is in the theater of operations of
that war
or conflict or involved the clean-up or servicing of vehicles or
equipment that
had been in such a theater of operations.'.<o:p></o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 1in;"><font color="black"
 face="Arial" size="3"><span
 style="font-size: 12pt; font-family: Arial; color: black;">(b)
Independent Civilian Medical Study- The Secretary of Veterans Affairs
shall provide
for the conduct by civilian medical entities independent of the
Department of
Defense and the Department of Veterans Affairs of in-depth medical
study to
determine other diseases (in addition to those covered by section
1112(c) of
title 38, United States Code, as amended by subsection (a)(1)) that may
result
from exposure to <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">depleted</span>
  <span
 style="background: yellow none repeat scroll 0%; -moz-background-clip: initial; -moz-background-origin: initial; -moz-background-inline-policy: initial;">uranium</span>
. Upon receipt of the report providing
the results of that independent study, the Secretary shall transmit a
copy of
the report to the Committees on Veterans' Affairs of the Senate and
House of
Representatives.<o:p></o:p></span></font></p>

 style="font-size: 10pt; font-family: Arial;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Arial" size="2"><span

  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">I could easily support all three of those
bills, especially the part of
taking the matter out of the hands of the Pentagon and let private
medical practitioners
get to the bottom of the matter once and for all.  <o:p></o:p></span></font></p>

 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">Here is the problem with <st1:place w:st="on"><st1:City
 w:st="on">Washington</st1:City>, <st1:State w:st="on">DC</st1:State></st1:place>
though, and remember, my
office used to be there.  In 1988 I was doing bank and thrift work outs
on
the East Coast due to commercial real estate problems and the bank and
thrift
crisis finally reaching both coasts.  <o:p></o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal"><font face="Times New Roman" size="4"><span
 style="font-size: 14pt;">A person with FSLIC, the federal deposit
insurance agency said
something in a meeting with me and it was the best description I had
ever heard
to describe the ineptness of our federal government:<o:p></o:p></span></font></p>

 style="font-size: 14pt;"><o:p> </o:p></span></font></p>
  <p class="MsoNormal" style="margin-left: 0.5in;"><i><font

problem with this city is they create committees to engineer camels
into
thoroughbred horses and every time they manage to engineer that camel
into a
rat.  Then all of the clueless bureaucrats shrug that they could not
produce the thoroughbred horse and move on to some other squeaky wheel
or
politically correct issue of the hour.  The problem is – they never
dispose of the rat.”<o:p></o:p></span></font></i></p>

and keep on it until they
figure out in D.C. we have had enough.  Why are Americans ambivalent
and
disinterested?  I believe we have heard enough, seen enough and had
enough.  Why is <st1:place w:st="on"><st1:country-region w:st="on">America</st1:country-region></st1:place>
angry?  Same answer.<o:p></o:p></span></font></p>

is a set of priorities where we mere Americans are to be treated in a
niggardly
fashion by the elitists, they will get it, they will get mad and they
will
start to take action.  It has nothing to do with the color of ones skin
– it has to do with the very fundamental things that made <st1:place
 w:st="on"><st1:country-region w:st="on">America</st1:country-region></st1:place>
what it is.  We are the backbone of <st1:country-region w:st="on">America</st1:country-region>,
the defense of <st1:place w:st="on"><st1:country-region w:st="on">America</st1:country-region></st1:place>
and the production capacity that built this nation.  They are mere
parasites that managed to get into positions of screwing the rest of us
over.  They need to be seen for what they are – niggardly elitists
that do not have goodwill for all Americans.<o:p></o:p></span></font></p>
