signed into law by a president. The legislative branch has the
exclusive authority to make (and REPEAL) laws all by itself.
The judicial branch should interpret them (according to the CONSTITUTION, that
is), and the executive branch, headed by the president, is merely to enforce the
laws that exist. It's not supposed to invent so-called "laws" out of thin
air such as signing statements. (Or "arrest" people for
exercising a Right - like Free Speech, for instance - something executive branch
