WASHINGTON, April 27 - The head of the Agency for International Development,=
 Randall L. Tobias, resigned abruptly on Friday for what he said were &quot;perso=
nal reasons,&quot; but an administration official said Mr. Tobias's name had come=
 up in an investigation of a suspected Washington prostitution ring.

On Friday night, ABC News said Mr. Tobias had confirmed on Thursday that he=20=
was a customer of an escort service.=20

A woman from Vallejo, Calif., Deborah J. Palfrey, has pleaded not guilty to=20=
charges that she operated a call-girl service in Washington, and has threate=
ned on her Web site to sell her client list to raise money for her defense.=20=
ABC News reported that Ms. Palfrey had given the network thousands of phone=20=
numbers of clients.=20

In court papers filed on April 11 in Federal District Court here, she identi=
fied an adviser to the Pentagon as &quot;one of the regular customers&quot; of her ser=
vice. She posted the man's photo from his own Web site and tax records on a=20=
house he owns in Washington.

On her Web site, Ms. Palfrey asserted that her service, doing business as Pa=
mela Martin and Associates, &quot;functioned as a high-end adult fantasy firm whi=
ch offered legal sexual and erotic services across the spectrum of adult sex=
ual behavior.&quot;

Mr. Tobias told ABC that he used the service for massages, not sex, accordin=
g to the network's Web site.

The State Department referred all questions to Mr. Tobias's personal office=20=
in Indianapolis. There was no reply to a message left there on Friday night.=
 At his Washington apartment building, the concierge said Mr. Tobias was not=
 in.

Mr. Tobias, 65, is a former chairman and chief executive of Eli Lilly &amp; Comp=
any and of AT&amp;T International. He served as the chairman of the board of Duk=
e University from 1997 to 2000. He was also a major donor to various Republi=
can campaigns.

President Bush nominated him in July 2003 to lead a $15 billion program to f=

 service, the sources said. ABC News released a statement last night saying=20=
Tobias acknowledged Thursday that he had used the service to provide massage=
s, not sex.

Tobias has been Secretary of State Condoleezza Rice's point man in an ambiti=
ous effort to overhaul how the U.S. government manages foreign aid, a key pa=
rt of her &quot;transformational diplomacy&quot; agenda. Just two days ago, President=20=
Bush lauded Tobias for his work in the administration leading &quot;America's mon=
umental effort to confront and deal with the HIV/AIDS epidemic on the contin=

 contacted in the past few days by five lawyers asking whether their client'=
s phone numbers are on Palfrey's list of 10,000 to 15,000 customers from 200=
2 to 2006. Some have also asked about whether an accommodation can be made t=
o avoid identifying their clients, which Sibley said he is not able to promi=
se. ABC's &quot;20/20&quot; is mining that database of phone numbers, Sibley said, for=
 a news report on the more notable of Palfrey's customers.

&quot;I presume '20/20' crews running around with cameras has led to this flurry=20=
of activity,&quot; Sibley said. &quot;That may cause some people to worry.&quot;

ABC reporters interviewed Palfrey last week, Sibley said, and asked her abou=
t specific customers by name. Sibley declined to identity them or speculate=20=
about Palfrey's clients whose identities may be revealed in coming days. He=20=

Led AIDS relief efforts

 was responsible for a start-up program designed to spend $15 billion over f=
ive years, with the largest share going to 12 African and two Caribbean coun=
tries that account for roughly half the world population with HIV/AIDS.

tance, with the rank of deputy secretary, giving him the task of both runnin=
g USAID and coordinating all foreign aid so that the delivery of aid would m=

first time, the State Department produced documents showing exactly how much=
 aid was going to each country. He has proven so essential to Rice's plans t=
hat she had refused to let him leave even though officials said he had wante=
d to resign from the high-pressure job for at least six months.

The ambitious effort has been controversial on Capitol Hill, where Tobias's=20=
