The Independent Poloce Oversight Board has no powers and the 20 members are all appointed by the mayor. They can only advise and only receive IAD investigation reports just like the old structure. None of the African-American Houston City Council members were present and at least C.O. Bradford doesn't approve of the new system. The City is making police misconduct easier to report, however, this is probably merely an attempt to control citizen complaints so that videos are brought to the City rather than the public. Do you think the Chad Holley video would have been released if the citizen would have brought it to the City ? I don't think so. <BR><BR>
