Under Gadhafi, infant mortality dropped from 125 per 1000 live births to 15, the lowest in Africa; and literacy went from 25% to 83%. Medical care and education were free, resulting in 25% of the population having university degrees. If specialized care was unavailable, one received $2,300 per month to go abroad for accommodations, as well as a car allowance. The gold was accumulated prior to the current rebellion and was intended to be used to create a pan-African currency based on the Libyan golden Dinar.
