WHEREAS, the “winner-take-all” awarding of Presidential Electoral Votes from the State of Texas results in disfranchisement of those who voted for the minority candidate; and

WHEREAS, The U.S. Constitutional guarantee of “one man, one vote” has been reaffirmed by multiple Supreme Court verdicts; and

WHEREAS, The “winner-take-all” awarding of Presidential Electoral Votes from the State of Texas results in the violation of the guarantee of “one man, one vote” by discarding the votes of those supporting the minority candidate; be it therefore

RESOLVED, that the Texas Democratic Party should support:

The institution, by State law or by amendment of State constitution, of proportional awarding of the State of Texas’s Presidential Electoral Votes based on the proportional results of the U.S. Presidential voting within this State.
