I attended the the news conference.  The Independent Poloce Oversight Board has no powers and the 20 members are all appointed by the mayor.  They can only advise and only receive IAD investigation reports just like the old structure.  None of the African-American Houston City Council members were present and at least C.O. Bradford doesn't approve of the new system.  The City is making police misconduct easier to report, however, this is probably merely an attempt to control citizen complaints so that videos are brought to the City rather than the public.  Do you think the Chad Holley video would have been released if the citizen would have brought it to the City ?  I don't think so.

The Greater Houston Coalition for Justice is at the cutting edge with the creation of an Independent Police Review Board through a public referendum despise Mayor’s announcement that she has created two new police oversight boards 
Houston
After years of working with the Houston Police Department, the coalition has arrived at the conclusion that the only way the Houston Community can gain trust in its criminal justice system, is by an investigation by the U.S. Department of Justice of the unsettled high profile cases of deadly force and existing HPD policies and procedures, and by the creation of an Independent Police Review Board through a public referendum. 
  
The coalition has already announced the request to the Justice Department during a news conference. 
Despise Mayor’s announcement that she has created two new police oversight boards, the Greater Houston Coalition for Justice  stands firm in it establishment of a Independent Police Review Board Committee on February 12, 2011, responsible, for creating a cutting edge Independent Police Review Board through a public referendum. 
The Houston community is at a juncture, that it will not continue to tolerate a persist miscarriage of justice in the use of excessive or deadly force, and other civil rights violations by the Houston Police Department against minorities and others, Coalition members are confidence real institutional change can better be serve by the creation of an Independent Police Review Board through a public referendum that is initiated outside of city government. 
  
The voters of Houston will come to a decision and determine if they will subscribe to U.S. President Abraham Lincoln’s famous quote "government of the people, by the people, for the people, shall not perish from the earth”.
