Statement by the Press Secretary
Today, the United States House of Representatives did something that
had never been done in the entire 150-year history of the contempt of
Congress statute: it voted to hold in contempt two top White House
officials who had been directed by the President not to comply with
House Judiciary Committee subpoenas on the basis of the President's
assertion of Executive Privilege. The officials in question are the
Chief of Staff to the President and the former Counsel to the
President, two of the very closest advisers upon whom a President must
rely. This action is unprecedented, and it is outrageous. It is also
an incredible waste of time time the House should spend doing the
American people's legislative business.

President Bush Discusses Protect America Act
President Bush on Thursday said, "The lives of countless Americans depend on our ability to monitor terrorist communications. Our intelligence professionals are working day and night to keep us safe, and they're waiting to see whether Congress will give them the tools they need to succeed or tie their hands by failing to act. The American people are watching this debate, as well. They expect Congress to meet its responsibilities before they leave town on a recess."

Today marks the third anniversary of the assassination of former Lebanese Prime Minister Rafik Hariri. The terrorist attack that killed Prime Minister Hariri, Minister Basil Fuleihan, and many other innocent victims was the spark that launched a transformation in Lebanon, as the Lebanese people demanded an end to the Syrian occupation and the restoration of their sovereignty.

Statement by the Press Secretary
Today the President signed an Executive Order that takes additional
steps with respect to the Syrian regime's continued engagement in
certain conduct that formed the basis of the national emergency
declared in Executive Order 13338 of May 11, 2004. This order expands sanctions to block the property of senior Syrian Government officials and their associates who are determined to be responsible for, to have engaged in, or to have benefited from public corruption. The order also revises a provision in Executive Order 13338 to block the property of persons determined to be responsible for actions or decisions of the Syrian regime that undermine efforts to stabilize Iraq, or allow Syrian territory to be used for this purpose.

Executive Order: Blocking Property of Additional Persons in Connection with the National Emergency with Respect to Syria
I, GEORGE W. BUSH, President of the United States of America, find that the
Government of Syria continues to engage in certain conduct that formed the
basis for the national emergency declared in Executive Order 13338 of May
11, 2004, including but not limited to undermining efforts with respect to
the stabilization of Iraq. I further find that the conduct of certain
members of the Government of Syria and other persons contributing to public
corruption related to Syria, including by misusing Syrian public assets or
by misusing public authority, entrenches and enriches the Government of
Syria and its supporters and thereby enables the Government of Syria to
continue to engage in certain conduct that formed the basis for the
national emergency declared in Executive Order 13338.

Pursuant to the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), I hereby report that I have issued an
Executive Order taking additional steps with respect to the Government of

including but not limited to its efforts to undermine the stabilization and
reconstruction of Iraq.

Statement by the Press Secretary
Today a bipartisan majority of the House of Representatives voted down
a bill that would have temporarily extended the Protect America Act
("PAA") an additional 21 days beyond its current expiration date of
this Saturday, February 16, 2008. We commend the House for rejecting
this misguided legislation that fails to provide a long-term
foundation for our Intelligence Community to monitor terrorist
communications quickly and effectively. In addition, this bill failed
to provide liability protection for companies that did the right thing
and assisted our efforts to defend America after the attacks of
September 11. At a time when our enemies could be plotting against us,
patchwork extensions of critical national security tools do not give
our Intelligence Community the certainty they need to protect our
Nation. Nor do they give needed certainty to our private partners,
whose assistance is so vital to our intelligence efforts.

President Bush on Wednesday said, "Congress has had over six months to discuss and deliberate. The time for debate is over. I will not accept any temporary extension. House members have had plenty of time to pass a good bill. They have already been given a two-week extension beyond the deadline they set for themselves. If Republicans and Democrats in the Senate can come together on a good piece of legislation, there is no reason why Republicans and Democrats in the House cannot pass the Senate bill immediately."

recession, corporate scandals, terrorist attacks, global war. Yet the
genius of our system is that it can absorb such shocks and emerge even
stronger. In a dynamic market economy, there will always be times when
we experience uncertainties and fluctuations. But so long as we pursue
pro-growth policies that put our faith in the American people, our
economy will prosper and it will continue to be the marvel of the
world."

Relations Authorization Act, Fiscal Year 2003 (Public Law 107-228)(the
"Act"), and with reference to the determinations set out in the report
to be transmitted to the Congress pursuant to section 603 of that Act
regarding noncompliance by the Palestine Liberation Organization and
the Palestinian Authority with certain commitments, I hereby impose
the sanction set out in section 604(a)(2), "Downgrade in Status of the
PLO Office in the United States." This sanction is imposed for a
period of 180 days from the date hereof or until such time as the next
report required by section 603 of the Act is transmitted to the
Congress, whichever is later. You are authorized and directed to
transmit to the appropriate congressional committees the report
described in section 603 of the Act.
