RESOLUTION - A PROGRESSIVE NATIONAL ENERGY POLICY

WHEREAS the future success of the State of Texas, as well as the U.S.A., is dependant on the long-term availability of affordable energy resources;
1] Texas is the second most populated state in the U.S.A. with over 22 million citizens as of 2003 with growth projected to 35 million by 2040;
2] Texas produces the most oil and gas of any other state in the Union with the City of Houston considered the oil capital of America, if not the world;
3] Energy demand in Texas is forecast to grow 31% by 2025;
4] The Energy Policy Act of 2005 will not meet the long-term needs of Texas or the Nation;

THEREFORE BE IT RESOLVED THAT the Texas Democratic Party supports:

1] The formation of a national blue-ribbon commission to develop guidelines for a 10 to 30 year comprehensive national energy plan based on the following three elements:
a] Freedom of transportation (developing affordable modes of transportation for our citizens to use and to market to the world);
b] New technology (accelerate shift from reliance on the finite resource of petroleum);
c] Avoid future military conflicts over petroleum (which are inevitable unless we wean ourselves from dependance on petroleum);

2] The Progressive National Energy Policy Commission will be comprised of a wide range of private, academic, and government leaders and experts, hold public hearings, and issue a report that includes recommendations for legislative and private sector actions;

3] Following development and promulgation of the energy plan, the commission will convert to the role of monitoring and publicly reporting on the progress of governmental and private sector implementation of the energy plan.
